Throughout the world, societies are facing dramatic and rapid change - demographically, socially, technologically, politically and economically. These changes are often accompanied by transformations in justice policy and practice. Protecting the freedom and liberty of citizens, ensuring justice, and maintaining public safety can create practical, ideological, and social tensions both within and between nations. International, comparative and multi-cultural perspectives are needed to address many of todays pressing world issues, from human rights abuses, to transnational crime, and ethnic conflicts.
The forces driving social change in this century affect all countries. When crime has no national borders, international cooperation seems a rational response - a move which is welcomed by many governments. At the same time, embracing international identities and cooperation to combat crime or to further social justice can conflict with local governmental policies and practices or with local social norms.

European partnerships and co-operation are important tools to inform, support, and strengthen the domestic agenda. The sharing of knowledge, experience and expertise with European colleagues creates a valuable opportunity both to contribute to, and to learn from, broader corrections and criminal justice trends, issues, and developments.
This Conference is unique. It is the first to be jointly organised by the main prison and probation organisations: ICPA, EuroPris (The European Organisation for Prison and Correctional Organisations), and CEP (The European Organisation for Probation).
The event will be hosted by the Romanian National Administration of Penitentiaries and the Romanian Probation Department.

This year’s conference will bring together roughly one hundred rank and file correctional officers to map strategies for bolstering security via correctional best practices throughout the region. There will be an impressive array of presenters drawn from the local, regional and international communities. (Please note that conference attendees are responsible for conference related expenses, i.e., Registration, Hotel and Airfare.)
Plan now to join us in June as we strengthen our ties, broaden our vistas of knowledge and build capacity to face our common challenges.
Please be mindful that the Association of Caribbean Heads of Corrections and Prisons Services (ACHCPS) and the Caribbean Association of Corrections (CAC) will be held simultaneously but not jointly. The former is strictly for the decision makers of corrections and prisons services while the latter is for line staff.
